I actually wanted to call this post Plugin Maker Plugin but that sounded so wierd, anywayz this is a cool plugin for WordPress plugin developers, what this plugin does is it takes the minimum set of information to create a plugin and writes to your plugin directory an empty plugin template php file ready to be edited and activated online through the Wordpress admin plugin editor.
